Foundations of our organization
Rumbo Libertad was born as a political organization oriented towards the recovery of national identity and the reconstruction of the Republic. Founded on the political responsibility of the individual assuming the role of citizen, the primacy of institutional order, and overcoming the socialist revolutionary process that disintegrated the national conscience, degraded politics, and led to the country's decadence.
These Statutes establish the organic, political, and disciplinary bases of the organization, with a vocation for permanence, but open to evolution according to the institutional maturity of the country.
NATURE, PURPOSES AND PRINCIPLES
Article 1.Nature
Rumbo Libertad is a political, identitarian, fraternal organization of a national character; with a functional, disciplined structure oriented towards the responsible and virtuous exercise of power.
Article 2.Purposes
The purposes of Rumbo Libertad are:
- To contribute to the recovery of republican order in Venezuela.
- To promote the construction of a new political order to replace the post-1958 system and its ideology.
- To foster Venezuelan national identity, strengthening the sense of belonging, civic responsibility, and commitment to the republic.
- To train responsible political cadres.
- To exercise opposition and/or government with responsibility and institutional criteria.
- To safeguard the Nation's political and technological sovereignty.
Article 3.Fundamental principles
Rumbo Libertad is governed by the principles of:
- Responsibility.
- Self-mastery and inner discipline.
- Primacy of virtue over convenience.
- Permanent formation of character.
OF THE MEMBERS
Article 4.Categories
Members are classified as:
- Affiliates.
- Active members.
- Functional leaders.
Article 5.General requirements
Every affiliate, active member, and functional leader must:
- Accept the Statutes and Regulations.
- Respect the structure and guidelines of the organization.
- Maintain conduct consistent with the doctrine and purpose of the organization.
- Not have dual militancy.
Article 6.Rights
The rights of affiliates are:
- To access training.
- To participate in activities convened by the organization.
- To publicly identify as part of the organization.
The rights of active members are:
- To teach and propose training spaces.
- To participate in and propose political activities.
- To elevate internal proposals.
The rights of functional leaders are:
- To coordinate their areas autonomously under the regulations and protocols of the organization.
- To execute and direct political activities.
- To participate in the organization's decision-making.
Article 7.Duties
The duties of affiliates, active members, and functional leaders are:
- Organizational discipline.
- Fulfillment of tasks.
- Respect for the structure.
INTERNAL ORGANIZATION
Article 8.Governing bodies
The governing bodies are:
- General Coordination.
- Functional Coordinations.
- Cells and teams.
Article 9.General Coordination
The General Coordination is the maximum political operative body of the organization. Its functions are:
- Strategic direction.
- Political representation.
- Internal arbitration.
Article 10.Functional Coordinations
Functional Coordinations execute specific areas:
- Organization.
- Propaganda and Projects.
- Training and Activism.
Their functions are developed in Internal Regulations.
Article 11.Cells and Teams
Cells fulfill specific functions of the organization and their number will depend on its operational needs. Likewise, Teams are subdivisions of the cells, subordinate to the work required and requested by them.
Their functions are developed in Internal Regulations.
AUTHORITY AND DISCIPLINE
Article 12.Authority
Authority derives from the effective fulfillment of assigned functions.
Article 13.Discipline
Discipline is a condition for permanence and does not imply blind obedience, but conscious responsibility.
Article 14.Disciplinary regime
Faults and sanctions are regulated by the Internal Regulation.
DECISION MAKING
Article 15.Strategic decisions
Correspond to the General Coordination, in consultation with the Coordinations.
Article 16.Operational decisions
Correspond to each coordination within its scope.
REFORM OF THE STATUTES
Article 17.Reform
The Statutes may be reformed:
- By consensus of the General Coordination.
- With a prior report from the Coordinations.
TRANSITIONAL PROVISION
Until the definitive institutionalization of the organization, these Statutes will have definitive character and will be complemented by Internal Regulations.
