Eduardo Bittar represents the voice of a generation that refused to surrender to the chavista tyranny. As General Coordinator of Rumbo Libertad, his political line has remained unwavering: there are no cosmetic ways out, the only solution is total rupture.

Forged in the streets during the historic protests of 2014 and 2017, Bittar led student and civil movements, facing repression first-hand. His exile did not silence his voice, but rather amplified the libertarian message internationally.

Today, from hiding and organizational exile, he directs the political and operational strategy of the resistance, gathering allies in the free world to achieve the definitive emancipation of Venezuela.

Manifesto of Rumbo Libertad

The objective of this Manifesto: is to allow understanding in minutes the national diagnosis, the movement's reason for being, the country vision, the guiding principles, the political identity, the organizational discipline, the method of action, and the historical commitment assumed.

Doctrinal messageRumbo Libertad is born to recover the Republic. The manifesto establishes a rupture with the socialist model that demolished the republican order and another rupture with the structures that, under the appearance of opposition, legitimized its permanence.

Diagnosis of the Nation

The Venezuelan crisis is neither temporary nor accidental. It is the result of the deliberate demolition of the republican order over decades, through statism, corruption, impunity, and institutional destruction.

Reason for being

Restoring the Republic as a form of political organization: law over men, responsibility in the exercise of power, and liberty as a right, not a concession. Any form of cohabitation is rejected.

A Republic of free citizens, where work replaces political favor, private property is respected, and the State fulfills essential functions without invading the citizen's sphere.

Rumbo Libertad assumes the historical responsibility of recovering the Republic. It does not promise easy solutions or shortcuts. It promises doctrinal clarity, political firmness, and coherence in action, without pacts that perpetuate decay.

Doctrinal Document

Rumbo Libertad is established as a right-wing republican political movement, founded on clear, non-negotiable, and permanent principles, aimed at the institutional, political, and moral reconstruction of Venezuela. This doctrinal document establishes the ideological framework that guides all political, organizational, and programmatic action of the movement, and serves as the foundation for the future political party of the restored Republic.

The principles contained herein are not subject to electoral conjunctures, circumstantial alliances, or opportunistic reinterpretations. Their purpose is to set limits, guarantee internal coherence, and ensure that the exercise of power always responds to a republican, free, and responsible vision. In times of institutional collapse and moral confusion, these principles act as an anchor, border, and direction.

Principle of Republicanism

National reconstruction requires restoring the supremacy of the law over men, the real and functional separation of public powers, the political and legal responsibility of those who govern, and the strict temporality of the mandate.

The Republic is not defined by the formal existence of institutions, but by effective limits to power. All power is delegated, conditioned, and revocable; no authority stands above the legal order.

Governing implies submitting to the law. The republican principle is an indispensable basis for liberty, institutional stability, and the real validity of the Rule of Law.

Principle of Individual Liberty

Central axis of the political order and foundation of every Republic. The individual is prior to the State and does not exist to serve power, but to limit it. No project is legitimate if it subordinates the citizen.

Right to think, express oneself, associate, work, and dispose of the fruit of effort without interference. The State guarantees this framework; it does not manage or grant it.

Any form of control that transforms liberty into permission denies the Republic. The defense of liberty is a structural condition for national reconstruction.

Principle of Limited State

The State must be limited in scope, but firm in essential functions. It does not exist to replace the citizen or direct the economy, but to guarantee order, justice, and legal security.

Exceeding functions transforms it into an apparatus of control and corruption. Its exclusive duties are: independent justice, public order, national sovereignty, and protection of rights.

Reducing discretionary power restores decision-making to the citizen. A limited State is legitimate, focused on fulfilling its corresponding duties with excellence.

Principle of Institutional Order

An indispensable condition for liberty and the Republic. Order is not an authoritarian concession, but the result of institutions operating with clear rules and law enforcement.

If order weakens, power is occupied by arbitrariness or criminal structures. It implies uniform application of the law and precise limits.

Restoring institutional order is restoring coexistence, security, and the conditions for national development.

Free Economy and Private Property

The only framework capable of generating prosperity. Wealth is not created by the State, but by free decisions of citizens who venture and invest.

The State's role is to guarantee clear rules and protection of private property, which is a structural barrier against the abuse of political power.

All forms of statism lead to poverty and corruption. Reconstruction requires abandoning this model and restoring economic freedom.

Principle of Political Responsibility

Every exercise of power implies legal and moral responsibility to the Nation. Governing is a delegated function that renders accounts, it is not a privilege.

No authority can place itself above the law. Public management must be subject to control, evaluation, and effective sanction.

Without responsibility, power degenerates into arbitrariness. Reinstalling it is an indispensable condition to restore the Rule of Law.

Principle of Legitimate Self-Defense

Inherent right of every free society against illegitimate aggression. When the State abdicates its duty, the Nation must not accept defenselessness.

It does not legitimize arbitrary violence, but rather affirms that no one can be forced to submit passively to criminal aggression. It operates as a limit against abuse.

Force is legitimate to protect rights and restore legality. Recognizing this principle is affirming that liberty is not begged for nor negotiated under coercion.

Discipline and Organizational Functionality

No political project can sustain itself without internal discipline. This adheres to doctrinal coherence, fulfillment of responsibilities, and respect for the structure. It is not submission.

Function precedes office. Symbolic hierarchies and empty leaderships do not exist. All authority derives from the fulfillment of a responsibility.

Strategic condition to preserve unity, avoid infiltration, and transform principles into sustained action against a decaying system.

Permanent Political Training

Indispensable condition for ideological coherence and the responsible exercise of power. A movement without training is condemned to improvisation and deviation.

It is not indoctrination, but the construction of judgment, doctrinal understanding, and analytical capacity. Obligatory for anyone who assumes responsibilities.

Without political training, there is no responsible leadership or possible republican reconstruction.

Rupture with the Failed System

National reconstruction requires a clear and definitive rupture with the political, institutional, and economic system that led to the collapse of Venezuela.

It is not possible to restore the Republic while keeping intact the structures responsible for its destruction.

Rupture is not revenge, but justice; it is not arbitrariness, but cleansing. Without a break with the past, there is no viable political future.

National Sovereignty and the West

Sovereignty is unrenounceable. It is not expressed in isolation, instead it is expressed in the actual capacity to decide without ideological subordination or structural dependence.

Venezuela naturally belongs to Western civilization, founded on individual liberty, the Rule of Law, and cooperation among free nations.

Recovering sovereignty implies breaking with all authoritarian tutelage and reintegrating the Nation into the free world with dignity.

Doctrinal Closure

The principles established here do not constitute a rhetorical declaration or an intellectual exercise. They are a historical commitment. They represent a moral, political, and institutional border that cannot be crossed without betraying the cause of the Republic. In them, the limit of power, the responsibility of the citizen, and the irreversible course toward national reconstruction are fixed.

Rumbo Libertad calls on everyone who assumes these principles to defend them, respect them, and enforce them with coherence, discipline, and determination. Not as circumstantial slogans, but as rules of political conduct and a permanent guide for action. Where these principles weaken, the Republic will fall again; where they are firmly sustained, the Nation can be reborn.

The reconstruction of Venezuela will not be the work of improvisations or pacts without honor. It demands character, clarity, and the willingness to assume costs. It demands citizens willing to exercise their liberty with responsibility, to face arbitrariness with order, and to sustain the law even when doing so is uncomfortable or unpopular.

These principles oblige. They oblige those who govern, those who direct, and those who follow. They oblige us not to repeat the errors of the past, not to tolerate impunity, and not to yield to fear, corruption, or lies. They are the foundation upon which a new institutional framework must rise, free from tutelary structures, caudillismos, and false transitions.
